Regional Setting question



Hi,

I read through the group and I understand that if I want to change the
regional settings, I have to go to
https://register.passport.net/editprof.srf. But what I don't understand
is that : MSN Account Service allows me to change my personal
information through account information after loigin. But the same
option doesn't appear to my friend's account. The option "Change
Personal Information" is completely not available in my friends account
after he login to MSN Account Service.
