Webcam

I am running MSN 7 on XP, my problem is that I cannot get me webcam to work,
Philips Toucam, I go to Tools/Audio & Video Setup and everything ok, have
selected the Toucam but when I go into Tools/Webcam settings I get the
following error message:
You cannot chnage your camera setings because either your camera is not
plugged in to your computer or you are using it in a video conversation or
with another program.
Any ideas please?
