You have a few options
1) Block the traffic at the firewall and block access to the web messenger.

2) Prevent the MSN Messenger application from running via GPO
3) Use management software at the perimeter, such as the software from
IMLogic.
4) Work with HR and Legal to develop a corporate policy regarding IM usage
at the office.

How could we disable all user to use msn messenger in company. We are
running windows 2000 and 2003 with AD. Please advise.
