The problem is actually her locale. In some locales, this feature has been disabled.
She can change her locale to something else here:

I was messenging with someone in Brazil (I'm in US) and neither of us were
able to copy the others animated GIFs/emoticons. I haven't had that problem
before so I'm wondering if it is an international problem. Her native
language was Portugese and when I tried to copy/paste an emoticon/GIF it
would just paste the Portugese keyword she was using for the emoticon/GIF.
Anyone know how to copy emoticons/animated GIFs in an international MS
Messenger chat window?
