MSN Messenger: Slow File Transfers

For many months now I have been experiencing slow file transfers from my MSN
Messenger contacts. In general, if the file was relatively small, it
tranferred ok. However, if the file was large (more than serveral hundred
K), the transfer starts off fast, but after a few hundred K, it just about
stops dead. In fact, MSN Messenger even notices the slowdown and pops up a
screen with suggestions to cure the problem - like enabling UPnP in Network
services and the router.
After trying all suggestions, I had almost given up. I had thought it was
related to my Dlink DI514 wireless router, however today I did some
experimenting and bypassed the router and connected directly to the
internet. To my surprise, the problem was still there, effectively
eliminating the router as the culprit.
However, this time when the slowdown occurred, I got a message from Norton
AV.. something I have never seen before when using the router... I have no
idea why. Anyway, it was some sort of warning that I could get a virus from
a file in Messenger and asked me if I wanted to proceed. I said OK, and the
transfer took off like a bat out of hell.
I thought I had corrected the problem by permitting Norton to accept file
transfers, but to my dismay when I put the router back in the network, I had
the same old slow file transfer problem.. but no warning messages from
Norton.
I finally completely disabled Norton, and the file transfer took off again.
So, I guess a work around is to just disable Norton AV when I want to do
file transfers in Messenger. However, I am not sure I like this workaround..
I would rather keep Norton running to monitor my system.
So.. my question: does anyone know how to configure Norton to allow file
transfers in MSN Messenger?
