OK,
I've narrowed it down to missing DLL's in
\Windows\WinSxS\x86....Networking...\
RTCDLL.dll and Dxmrtp.dll. There are "almost" duplicate folders one with
what I'm guessing is the previous version of the DLL and the second supposed
to contain the current DLL. In both these DLL's the folders are empty. I
copierd the "old" in the blank folders but it didn't work.
Jonathan, the event viewer mentions detection of MsgrFeat prior to erroring
out due to the missing DLL's if this helps.
Can I just download the DLL's from MS and copy them into the folders?

Thanks for the reply but I tried it several times before and again since
your reply, all to no avail. I am logged in as administrator. I checked the
registry and the AppID is correct but I did notice that the .NET DCom launch
with the /embedded option also fails (it to points to the default \Program
Files\Messenger\...
Everything looks good until I try to launch it and the configuration error
comes up. I have Symantec antivirus uninstalled, I unplug my network cable
and shutdown ZoneAlarm Pro prior to running the install and subsequent
attempt at launching. Based on the .reg files you provided for someone else
several days ago I double checked that no registry entries existed that were
turning off or forcing messenger to a nonoperational state but found no such
keys.
Any other suggestions?

you'll be prompted with options to Remove, Repair or Cancel. Click Repair. Then try again.

I've just re-installed XP Pro on my desktop and when I went to install
messenger 5.1 the msi says install complete but when I select the icon from
'all programs' it re-launches an install (or update?) which always returns
"failed to start because the application configuration is incorrect.
Reinstalling the application MAY fix this problem".
Needless to say I've uninstalled and reinstalled several times. I've added
it via add/remove windows components then removed it and tried the 5.1 msi.
All attampts fail. During the install process (in the beginning it displayed
several running process and said installing without stopping these apps may
require a reboot. I've tried with them running and rebooting and I've tried
will all of the stopped (this involved uninstalling NAV2006 but what the heh).
Not sure where to go from here, any assistance would be appreciated.
