It depends on what software was installed to make the broadband connection work. Many DSL and cable modems can work with the software that is included with versions of Windows since Windows 95. Unfortunately that sometimes requires someone with a little computer networking experience to configure the operating system.


The problem MAY be some malfunction of security software installed with the service OR conflicts between the ISP's security software and other security software the problem computer is running.
