cant receive file transferss

I have an new computer and used the transfer settings tool and now windows
messenger wont receive file transfers. I get a firewall error but when I
remove the firewall and the Norton 2003 antivirus I get the same message.
I can send files and have good voice communication...just the recevie file
transfer...
I am behind a router but the old computer (xp SP2) (windows messenger 4.7)
worked fine behind the router.
Current system(xp SP2) (windows messenger 5.1) I installed the latest
version hoping it would help. It doesn't.
