You are not signed in to SIP ......

I saw "You are not signed in to SIP. Click here to sign in." in the Windows Messenger window so I clicked it and attempted to sign in then I got an error message as follows:
An HTTPS or TCP connection could not be made. Please wait for your network administrator to correct this problem and try again.
I am using a computer at home with ADSL connection to the internet. What does the above message means and how can I correct this problem?
