Windows Messenger contact list full

We use Windows Messenger 5.1 with Live Communications Server 2005. One of my
users is trying to add an additional contact but is getting a message "Sorry
your contact list is full". I thought you could have up to 150 contacts with
WM5.1 and he has only about 30-40. I have also checked his allow/block list
and there are not 300 entries in those lists.

We have tried uninstalling and reinstalling Windows messenger with no luck.
WE have also deleted a contact from the contact list but are unable to then
add another contact to the list.
