Window Messenger Connection error

os : Window Xp Home Edition
ver. 5.1 (build 2600.xpsp_sp2_gdr.050301-1519:Service Pack2)
Windows Messenger ver.5.1(5.1.0680)

I can't login windows messenger.
whenever i try to connect, the error message is shown like this;
"An HTTPS or TCP connection could not be made. Please wait for your network
administrator to correct this problem, and try later"

I can use web at that time so, I don't think, this problem is related to
network line.
Anyone can help me?

thank you in advance
.
