You could be hitting the problem that quite a few people are reporting.
Certainly a repair doesn't fix it for me and a full uninstall and
reinstall of WM5.1 is the way to go:

MsiExec /X {C3A6819F-62D3-4750-AF1C-28206DDF2C2E}
Then reinstall from the 5.1 source.
