Can't control voice/windows sound seperately

Running XP SP2, Messenger 6.2 & Logitec Quickcam
Whenever I turn down the volume for the windows sound I can barely hear the
other people I talk to on Messenger. When I turn the volume up to a level
where I can hear them, the windows sound scare the crap out of me cause they
are so loud. The only one that will turn both down is either Master volume or
Wav.
