Messenger Video Chat - Portable Internet Cafe solution?

Hi there,
I need to set up video chat for a friend of mine who recently say Mac's
Ichat which does look very good when you seeing it working well. He has
asked me to sort out a similar solution for his PC, particularly because his
daughter is about to go travelling around Australia for a year and he would
love to have an economical way of keeping in touch.
This has raised some questions I would welcome any help on.
* If I get him set up with MSN Messenger as well, if we get his daughter to
take a USB video camera around Australia with her, how easy do you think it
would be to actually just hook-up in an internet cafe, launch MSN messenger,
and get video chatting? Anyone ever done anything like this while
travelling?
* Does anyone know about using IChat AV (which is on Mac's) with a PC. My
understanding is that if you install AIM (AOL Instant Messenger), one can
Video chat with Mac users of IChat. Because he saw the Mac system he was
particularly impressed with it, but does not want to have to buy a Mac just
for that.
* Other then a USB video camera (ideally with built in microphone) is there
any other hardware needed? Anyone recommend a good, easy to use, all in one
model?
* Any other good video chatting applications that people can recommend or
general suggestions with regard to the above would be appreciated.
