File transfer

I know there has probably been fifty questions like this but I will ask
anyways...I am running xp home connected to a Linksys router (latest firmware
installed) that is connected to a dsl modem...My question is How can I enable
outgoing file transfer in windows messenger ??....Incoming is no problem and
never has been...I am running latest edition of windows messenger
(5.0.0482)allincoming transfers happen without a hitch but as soon as I try
outgoing it attempts to connect then a message pops up telling me it has been
blocked and to contact my network administrator.....Any ideas ????
