Sandi, that source doesn't say anything about the option being on or off
by default. It only says how to participate in the CEIP and obviously
that would be by ticking the option.

And if you thought the word "voluntary" means that the option is off by
default, then again, that isn't what it means. It means that you can
choose if you want to participate or not...

In other words: don't use such sources to backup arguments.

PS: The option is not ticked by default, but this source is not valid at
all to back this up!
