messenger on seperate users

I have recently created a seperate user account in addition to the already
existing Administrator account.
I wish to have msn messenger available only when logged into the Admin
account and not available to any users on seperate log in accounts.
However at present I am unable to delete the program from the other user
accounts as this option is not available.
I would therefore appreciate any help in setting the PC so that msn 6.2 is
only available to use when logged into the Admin user account.
