permission issue on windows server 2003

Hi.

If a user who is a member of the local computer Users or 'Power Users' group starts 'MSN messenger 6.2 ' or 'Windows messenger 5.0' he/she can't communicate with others through the webcam. If he/she is a member of the administrators group they can. I'm concluding that this is therefore a security related issue.

When a non Administrators member starts a video conversation it appears as if no image is transmitted to the recieving party. The image appears blank and then the connectio nattempt times out.

Has anyone any idea on how to resolve this without using the local computers administrators group.
