For a quick test, try and access the following website:
https://www.amazon.com
If amazon comes up, what's happening is either you've installed some sort of third-party
software firewall which is blocking the necessary websites (even if you've "uninstalled" it)
to log into Passport (or you've setup some sort of hosts file, or something similar) or your
Internet Service Provider is experiencing some difficulties.
If amazon doesn't come up, then most likely SSL (that is, the support which allows you to
connect to secure websites) has broken within Internet Explorer and we'll have to try
something else.
