    Greetings Jai,

    You're seeing this because you have the Internet Connection Firewall (ICF) engaged in Windows
    XP. Messenger will automatically open the necessary ports for audio conversations in the ICF
    but only allows users that are set as Administrators to do so. As such, with the firewall
    engaged, only administrators are able to do voice conversations.

    To turn off the firewall, firstly make sure that you're up-to-date with your WindowsUpdates
    (http://windowsupdate.microsoft.com), then click Start, then All Programs, then Accessories,
    then Communications, and then Network Connections. Right click your network/internet
    connection, then click Properties. Click the Advanced Tab, and verify that the Internet
    Connection Firewall is unchecked.
