Audio problems with MSN Messenger, no Firewall

I originally posted this in microsoft.public.msn.messenger but thought this
group might be more appropriate.

I can communicate with my brother who is 1/2 way across the country, both
Webcam and Audio work great !!

When I try to communicate with my Dad in the same city/same ISP, the Webcam
works both ways, but we
can not hear each other and the green/yellow voice status bar doesn't move
for
either of us. Then without warning, the audio connection disconnects.

My first inclination was that my Dad wasn't setup properly (he can't get
audio working with my brother either). When we go through the A/V wizard,
everything checks out, he can hear the groovy testy sound, see himself and
when he uses the microphone, the indicator goes right to red.

Most people mention shutting down firewalls, but neither if us are running
one. Not even WinXP firewall.

We are both running WinXP with all critical updates and SP1 installed.

My Dad's computer is a new HP computer with an onboard Soundcard, I suspect
this might be the problem. It is a Realtek AC97? Anyone have any
experience with these? Should I tell him to install a "real" soundcard? Or
is there some setting we can play with?

When we try to disable QOS on his machine it is greyed out... thoughts? What
would be using this that would not allow us to disable it?
