Webcam Disconnect Issues with v6.1 0207

I was able to view/transmit all other contacts with
webcam with Windows ME and when I upgraded to XP I can
only see others on my local network and others on the
internet that have Win XP.
I can not see Windows 2000 webcams over the Internet. Why
is this ?
The error is that it says "connecting" for a few minutes,
then a quick flash and then "disconnected" and it says
the contact has stopped viewing.
Everyone is using MSN Messenger v6.1 rel. 0207
Why can I see Win ME webcams clients on my network but
not Win 2000 webcams over the internet?
Is there any fix for this ?
