suddenly can't change language

Up until yesterday I was able to toggle my keyboard between english and
spanish by just hitting L alt + L shift. Now when I hit that
combination
the FILE link at the top of the window highlights instead. This is
true in all applications where I'm trying to write. I also can't get
the language bar to show up so that I can use it instead. Probably two
separate problems, but affecting the same issue. I've already
downloaded the MS hotfix listed for the language bar problem but it
didn't do anything.
I recently had a new hard drive installed and the tech put in his
version of XP so I don't know what might be missing, but as I mentioned,
it was working fine till yesterday, and I haven't changed anything that
I know of.
I'd even be interested in a work-around if you don't know of a fix.
