OK, I gave up on fixes and reinstalled frm original disk, Win XP Home Ed.
Tho't I did it right this time. Installed drivers from Drivers Disk, but
not
Apps yet.

Installed SP2 frm disk. Defrag'd. My Comp properties reads: NTFS, WIN XP,
Ver 2002, Sv Pk 2, 55277-OEM-0011903-00105".

Downloaded both AVG and IE7 programs; saved in My Downloads, but....when
went to upload get msg on both "...not a WIN32 app"! Hey, I had both
running
before I did the clean install!!!

Events System:Event Type: Error
Event Source: Service Control Manager
Event Category: None
Event ID: 7001
Date: 5/30/2009
Time: 6:54:05 PM
User: N/A
Computer: OWNER
Description:
The IPSEC Services service depends on the IPSEC driver service which
failed
to start because of the following error:
A device attached to the system is not functioning.

For more information, see Help and Support Center at
http://go.microsoft.com/fwlink/events.asp.
But nothing from that screen.

And Events Applications: "Userenv, Event 1517, NT Authority\System".

I need to get my AVG antivirus/spyware running, but what is the problem?
