Because your changing the wrong key, you need this one:
[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet]
It happens when I change it in either CurrentControlSet, Controlset001 and
COntrolSet002.
Kelly has a fix for this I think:

There are 3 registry entries to check and the Kelly fix timeout values
may need to be adjusted to suit this user.
I read somewhere that if you just change the value that you think is
right, it will not stick unless you make all three changes.
I have never tried it, it appears safe enough. You can just look at
the .reg file and make the changes yourself and test.
