Check your NTFS permissions on "a file".

In XP Pro, NTFS permissions are on the Security tab of the file's properties. To see the Security tab in XP Home, you have to boot to Safe Mode.

I have found that when I cut and paste a file

1) File is showing the same size however there is nothing there or the file is empty.
2) Almost always it comes back it says I do not have Admin rights to the file and I end up deleting it.

Please let me know what is going on.
