Windows service packs 2 and 3 did updates to the windows back up utility. Run windows update and install all updates till there are none left to install and then try your back up restore again and it should work.

I took a backup of My Documents using the Backup & Restore Wizard in XP.
This created a .bkf file that I saved on my external HDD.

I did a factory restore of my system.

I am unable to restore the .bkf file using the Backup & Restore Wizard.
This is the report that is generated (note: I AM able to restore the files
using the same .bkf file on my work PC)
