That particular message that is shown to you signifies that you have some sort of Malware on your system.
Run you AV and Malwarebytes,SuperAntiSpyware and etc

The SFC /SCANNOW worked for a few days, then the computer started doing wierd
things again, sound themes changed, then Outlook express died this morning it
wouldn't load at all.
I managed to get to a windows screen eventually but there is no task bar
accross the bottom and none of the programs work when their icons are clicked
on.
I hit control Alt Delete to get the file - un then typed SFC ?SCANNOW so I
will see what happens.
I tried to re-install XP (home) but it asked for the administrator password,
and when I put in my login password (being an administrator user) it didn't
accept it.
If I try and reinstall XP it says the copy of XP is neweer than the CD I'm
about to install and it may not something something.....
When is the new OS coming out next year, should I upgrade my computer and
buy a new copy of XP (yes my current is original, came with the new PC) or
should I back up my documents and format my hard drive and use my existing
copy of XP until the new one comes out?
Thanks in advance
I cannot help but am posting in hopes of getting the answer. I just
installed svc.pk.3 update 3/05/2009 (I believe) and am getting this type of
error - svchost instruction at "0x664913bf" referenced memory at :0x00000000
,<blah-blah>. Services needing this program no longer work - no updates, no
help center, no system restore....anything needing scvhost.exe -k
<service.name>. HELP ME! ;)
