The Windows firewall will hide your PC from unwanted attention as well as
any paid for or free firewall. If you want the additional reassurance of
outbound protection (that is: alerting you whenever some utility attempts to
access the internet) then a third party firewall is required. Komodo comes
highly recommended, though I don't use it myself. I have no had any
problems with unwanted net access.
That's not completely true.
Windows firewall, as we've seen thousands of times, allows applications
as well as stupid users to punch holes through it, often without the
user having a clue.
Windows firewall does not block outbound connections, allowing all
malware to phone home without restriction - provided it does phone home,
as not all phones home.
Windows firewall does not protect you from File/Printer sharing access
if it's enabled.
