I have no idea, but legitimate apps other than web installers do not live in
temp folders, and those place files in non-temporary folders.

It's likely either malware or just badly written and unstable. In either
case you don't want it.

Notice the path to the file. It's in a temporary directory, a place no
real app should install to.

Clear the temporary and temporary internet folders folders. The
excellent
free utility, ccleaner (www.ccleaner.com, get the "slim" build or pay
attention during install so you don't install the Yahoo toolbar) is very
helpful for this.

Then, open msconfig, locate the reference for the app, and go there and
remove it.
