Cannot open legacy program

Windows updates appears to have changed settings, and now I cannot launch
Photoshop 5.0, which has always worked fine. (It still opens in Safe Mode. )
Tried running Compatibility Wizard, to no avail. The third option for
resolving compatibility issues (GUI) is beyond my expertise.
