You could try the option for command prompt after pressing F8, but I suspect
if you cannot get into safemode then you wont be able to access the command
prompt either.
If not try Anna's suggestion.

ok, now, i've done some looking into the whole safe mode problem. when i
rebooted i first decided to turn off the option that says "automatically
restart computer upon system failure" after doing so i restarted my
computer once again. I then tried starting in safemode again. THIS TIME
instead of my computer just restarting, it took me too to a blue screen
that stated that "one or more hard drives or drivers or something like
that were missing or corrupt" and then told me to reboot and then run
"CHKDSK /F" so i wasn't sure how to do that so i thought i would ask
first before trying something that would screw up my computer even more.
I STILL CANNOT ACCESS SAFE MODE. what should i try next? and I want to
go on record that i thank you ALL for your help and support thus far.
