Try This:
1. Click Start, click Run, type cmd, and then click OK.
2. At the command prompt, type the following command, and then press ENTER:
powercfg /RestoreDefaultPolicies

On a WinXP Pro SP3 Sony Vaio laptop computer I receive an exception
error whenever I try to run "Power Options" from the control panel. I
have tried manually running powercfg.cpl as well. I have replaced
powercfg.cpl, powercfg.exe, and powrprof.dll with files from my WinXP
Pro SP3 desktop computer. The file sizes and versions were the same so
I though replacing them might help. The problem has not changed. I can
run other .cpl programs via START|RUN|filename.cpl <ENTER> but just not
powercfg.cpl. If I connect to the machine over the network domain as an
administrator and doubleclick the powercfg.cpl file of the remote
machine it runs the "Power Options" screen just fine.
The exact error message is <An exception occurred while trying to run
"shell32.dll,Control_RunDLL "C:\WINDOWS\system32\powercfg.cpl",">
I'm willing to replace files, edit the registry, or whatever it takes
to get it fixed without reloading the OS.
