I get a message in the system tray that says something like this device

faster on a usb 2.0 port, would you like to look at the available ports?
Is this a known issue with SP 2 or is it just me?
This error message appears when you connect a USB2 capable peripheral to a
USB2 capable PC but for some reason the peripheral has not operated
correctly when it was connected to a USB2 root hub. The PC reconnects the
peripheral to a USB1 root port and deals you the error message that you see.
The reasons can include: that the peripheral is damaged; that the PC USB2
root port is damaged; that the interconnect cable is unable to support USB2
transmission speeds; that the USB2 host port drivers are corrupt.
Does your periphral work on another PC?
Do other USB2 peripherals work on the subject PC?
Try a different cable. This can be a particular problem with front mounted
ports when these are connected to the motherboard via an inadequate ribbon
cable.
Also you can try going into device manager and uninstalling the USB ports
and their associated root hubs and allowing Windows to rediscover them and
reinstall their drivers. They can be found in the USB tree of device
manager (usually the bottom one).
