no security tab

Tech-Archive recommends: Fix windows errors by optimizing your registry

I have a computer running XP professional SP3. When I right-click on a
harddisk and select properties, I do not see the security tab. How do I
make it appear so I can assign ownership and grant permission for
access? Thanks.

PS: I do see the security tab if I access the shared drive from another
computer running XP professional SP2.
