Constantly rebooting

My computer has given up and I guessed that the motherboard was the trouble so I
replaced the Acer board with the duff capacitors with a Gigabyte that the seller
assured me they never had any trouble with the capacitors. Well the motherboard
worked after a little fiddling around and I had to buy a new keyboard as there
was only access to a USB connected keyboard.
That keyboard works well while working with bios but the moment I start XP2 Pro
I get the choice of starting normally or using one of the other ways such as
safe or safe with command.
The trouble is that the keyboard now do not react with the computer and after
some 20 second wait I see a glimpse of MS and the start screen and immediately
go on to re-boot. There does not seem to be a way out - keyboard working in Bios
and not in MS.
I am sure I have seen answer to that problem but I cannot remember what had to
be done - I suspect the motherboard but then how does the keyboard work in Bios?
