Click the "Tools" button at the bottom that looks like a hammer and select "Repair permissions" then press the "Go" button.

Hi,.
I sometimes have a problem installing software. It says I do not have permission and to contact my administrator. I am the administrator and the only user. In safe mode, there is only administrator and owner. I have taken ownership in safe mode and have given full permission to owner, system, everyone, as well as administrator and users. Currently, I am unable to install Windows Media Encoder Series 9 and another encoder program. I have even gone into safe mode and made sure all the permissions were there for the actual program I am trying to install.
I have XP Home.
What else can I try when I have this problem?
