I've tried all the options to get into safemode and I can't. It just keeps
rebooting it self. I can't get into any safemode at all.

Have you tried running a system restore to a date before July 8th?
HP installed an Intel system file in some AMD computers that has a major
reboot problem after a
critical update offered by MS on July 8th. (May be in SP3 also) If you
can back out of that update,
you can get your computer working again and then download the fix.
You can run the system restore from a SafeMode with command prompt
option.
