Computer keeps rebooting on Starting

I went to restart my computer and when it started up it goes to the first HP
bootscreen (blue) and then shows Windows XP logo and then reboots. It keeps
looping like this.
I've tried to start it in safemode and it does the same thing. It gets to
loading the mup.sys and then restarts.
I've tried the Windows XP CD and booting from it. It I went into repair and
did a chkdsk /p and it found errors and fixed them. However, it keeps doing
the rebooting loop.
I have windows xp media center edition. I recently installed the SP3 patch.
That was fine and had no problems with that.
Today I got a new WD My Passport Elite 320GB Portable Hard drive. I'm
thinking that one of the programs that installed from the hard drive could be
the culprit. But not sure how I can uninstall that program if I can't get
into windows even in safe mode.
Any suggestions? I have media center edition on that computer but have a
windows professional CD. If I install professional over the media center
edition would it cause problems?
Any help would be appreciated.
