variants on your system!!!

Can you perfrom a system restore to before the scanning took place?

to tools and change back to "Dell myway" home page but nothing will save that

I go in and change anything on the "internet options" tabs and click "apply"
and "ok" and it just goes right back to what it was before I changed it???

After making sure the machine clean from malware and viruses you can search
your machine for Rundl32.exe you will find it in here:
C:\WINDOWS\system32\dllcache
And here:
C:\WINDOWS\system32
Copy it from the First location to the second one and Reboot your machine.
If that didn't help Copy it from the XP CD ( Installation media) or from the
Recovery Partition on your System usually D:\.
Read here and you can download it from here, please scan it for Viruses
before installing it or copy it to the location C:\Windows\System32:

still cannot download or install anything! :(

Hi Patti,
Try to disable any security software while doing these steps (please Renable
them After finishing these steps!)
You have the Cryptographic services disabled or damaged, try to
repair/reinstall this service:
Open a run command and type in:
services.msc click [OK]
On the services control panel locate this service and make sure it
start Auto:
Cryptographic Services
Remote Procedure Call (RPC)
Right click the above services and select properties, on the
properties make
the changes to the start STATUS.
Close the services Control panel, Reboot your machine and start the
Update,
does it help?.
Or Open a run command and try to stop and Restart the crypto service
by
typing in:
net stop cryptsvc click [OK]
net start cryptsvc click [OK]
Reboot your machine and try the updates site.

Reboot and try the updates, does it help?
Run Disk CleanUp on your computer first, then try to run the Windows updates
page and select custom then uncheck the updates which keeping reinstalling
on your computer.
Then open the Windows Explorer and locate this path:
C:\Windows\SoftwareDistributions\ Download or update and delete the
contents in the Right Pane/Window for these updates.
Reboot your computer and see if that will help.
If the above didn't help You may experiencing a profile corruption, try to
create a new profile (as
Admin) and copy the data from one of these profile to the new and test to see
if it will work.
If it did work then you know it is a profile corruption, after making sure
you copied all the Data from the Old Profile to the new one, you can safely
delete the old corrupted one, the same with other account.
