You have some of the symptoms of a corrupt profile. Copy your profile to a new one and test. There is no reason why you couldn't go back if it was not satisfactory.

I installed SP3 using one identity. Now whenever I click on Tools when I'm
in a folder on the hard drive, I get a message reading:
Explorer.exe application error
The exception unknown software exception (0xc00000fd) occurred in the
appliucation at location 0x7e4185da.
The last string of characters can change, I think, but the exception is
always filled with 0's.
And I have the OK/Cancel choice. If I click Cancel the taskbar disappears
and I have to log out via the task manager. The cursor goes under the
exception message, so if I guess correctly where the OK button is I can click
on it and the exception message disappears and there's no problem.
Wait, please. It gets better.
If I go to another identity, not the one in which I downloaded and installed
SP 3 (which, by the way, installed a version of explorer.exe ending in 5512.)
I can open Tools without any trouble.
I hope thjis makes more sense to you than it does to me.
