Granted, one does not need TweakUI to do just one registry hack, but this
utility is a suite of registry patches and serves as the easiest way to
enable/disable any of its feature list. This was the whole basis for its
development. Most users find it to be a worthwhile tool to have available.
Google is not required.

You don't need TweakUI. Just use the right registry patch (google for it).

It had been so long since I reinstalled XP I have forgotten where I
can disable the "BALLOON TIPS" that greet me on the taskbar and

If you have the Powertools TweakUI utility installed look under "Taskbar and
Start Menu". If you don't have it you may want to install it anyway.
