Flickering application modal window

Some time ago application modal windows started flickering (about 10 times a second) if I accidentally tried to steal focus from them. It is just the title bar and frame that flicker; the content doesn't. It doesn't stop flickering if I give the focus back (because it never lost the focus).
Does anyone have any idea what might have caused this, and preferably how to fix it?
