I was able to fix the problem.
On another post in this forum, Mark Ferguson, in responding to a
post, said to go to Aaron Stebner's WebLog Solving setup errors by
using the SubInACL tool to repair file and registry permissions at
http://blogs.msdn.com/astebner/archive/2006/09/04/739820.aspx
I went to Aaron's page and followed the instructions and it worked!
I no longer get the Windows Installer popping up. Also, another
problem that recently arose was that I couldn't install Automatic
Updates of Office 2003. By following Aaron's instructions to fix
registry permissions, I was able to install these updates as well.
Check out Aaron's page if you have registry permission issues.

Hi Gerry,
I tried Method 3 and I still got the same error message. I'm open
to other suggestions.
Thank you,

I think I would try Method 3 in the link below,
You receive an error message when you install an Office program or
open an Office program or document

Hope this helps.

Hi,
Starting just a few days ago (after I installed SP3), whenever I
start Microsoft Expression Web, the Windows Installer starts and
trys to reinstall
Office 2003. It eventually gives me the following error:
"Error 1402. Setup cannot open the registry key
HKEY_LOCAL_MACHINE\Software\Classes\SOFTWARE\Microsoft\MasterAggregatorForIPP\MSDAIPP\Providers\{9FECD570-B9D4-11d1-9C78-0000F875AC61}.
Verify that you have sufficient permissions to access the registry
or contact
Microsoft Product Support Services (PSS) for assistance. For more
information
about how to contact PSS, see C:\Program Files\Microsoft
Office\OFFICE11\1033\PSS10R.CHM"
The problem is this key doesn't exist in my registry! I can
navigate up to
HKEY_LOCAL_MACHINE\Software\Classes\SOFTWARE, but then there is
nothing after
Software.
I was able to find
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\MSDAIPP\Providers\{9FECD570-B9D4-11d1-9C78-0000F875AC61}
and I then checked that I do have full control permissions.
I've also gone to the Control Panel, Add/Remove programs and then
tried to
repair or reinstall Office but I get the same error message about
the registry key. I'm afraid to remove then reinstall Office 2003
since I bet I
won't be able to reinstall it if I remove it.
What could be going on? How can I fix this?
Thank you.
