There are no passwords entered. I got the error corrected by just pure trial
and error. The system was set up to use the welcome screen and fast user
switching. I decided to remove that and see what happened. When I went in
under one of the users I box a message saying not enough resources and it was
going to log the user in using a default logon. The I checked the display
properties and it showed the autumn desktop which he does not have selected.
When he logs on using the welcome screen it shows he has the azul desktop.
Anyhow I changed it to windows xp and also reset his mouse buttons to xp
defaults. This change was not reflected on the display screen where I was.
I logged out. Went into the other user and the control panel and changed
back to the welcome center. After restarting I no longer saw the green leave
nor the autumn backgroud at startup before the users are selected. so.... I
assume this user either had a corrupted profileand it got correct with these
antics or it was just play magic and the default wherever it is ok now and
everyone is happy.

forcing users to use a password.
Start, Run, type:
control userpasswords2

uncheck "Users must enter....", and Apply, restart Windows.
