OEM setups are often 'image' files, not qualified for that fix, but Dell is usually an exception to that rule, supplying a standard Windows setup and drivers/applications CD with the system in addition to the 'recovery' partition for 'factory' defaults..
Booting to the Recovery Console should give you access to registry replacement.

pre-installed by maker, e.g. Dell, HP - is that correct? I bought XP CD
along with other components. I should know what the article means by OEM,
but I'd guess great majority of users have an "OEM" OS, so the article would
