Do you see regedit.exe in C:\windows folder?
If you do Start -> run and type cmd <enter>
At the dos prompt type C:\windows\regedit.exe <enter>

Do you get any errors ?

And I would think even in the run command you would see a pop up if it were administered out of the system. Usually permission issues you get good (if thats a proper term) dialog boxes.
