keyboard problems at relogin

Hi,

I have this problem on the win xp laptop. The first time I login the
screen is different than any next attempts. The difference is that the
first time I get a small icon telling me about the keyboard. So I can
login the first time as any user, but if I logout and relogin I can
only do that if the password doesn't contain any characters besides
letters and digits. The way I understand this problem is that after
the first login the keyboard is set to something else so any attempts
to relogin fails because the keys like [{, ]}, \|, ;:, '", etc. are
set to something else. How do I fix this? There is only one keyboard
set for all users, and that is Romanian programmers, which is
basically standard US with some extra letters added with AltGr (which
I do not use for password or user names).
