Error message with shut down or restart

SOMETIMES when selecting shut down or restart I get message "Windows is
currently in the middle of a long operation. Either wait for the operation
to finish, or cancel it before you quit Windows".

Windows Task Manager does not show any program running while the message is
displayed and no Hard Disk activities indicated.

System also sometimes does not go into standby mode as selected in Control
Panel Power Options. Hibernation is not selected.

Using WindowsXP with all updates, Office 2007, Paint Shop Pro, Acronis
Backup.

Please help
