Internet connection detection

When I open Help and Support from the start menu (Windows XP sp2 ), the
section that says "Did you know ? " Tells me that when I'm connected to the
internet this will diisplay help and support information . Also asks if I
want to connect to the internet to start the " internet connection wizzard
". Oviously I already have an internet connection . So how do I get Help and
Support to detect this ??
This is the only program I have this problem with . What gives ??
